makeover for plus size?

Need help making over for a friend. we are off to buy a new wadrobe . what are the must haves . lady is plus size about size 16 and stays at home with kids . she is tired of the sweat pant post baby thing and looking for femine outfits shall we say . any ideas we are on a budget and starting from scratch buying everything new bras,underwear ,jacket the whole lot on a budget of 500.00 so any ideas .It is not like you can fit into everything so lots of things are out .
